The Organization
The Passenger Transportation Board (PTB) is an independent tribunal established under the Passenger Transportation Act (PTA). The Board is mandated to make decisions on applications for "special authorization" licences. This includes licences for passenger directed vehicles (PDVs) such as taxis, limousines, and shuttle vans, inter-city buses (ICBs), and transportation network services (TNS, or "ride-hailing"). As part of its decision-making related to applications, the PTB has authority to establish terms and conditions of licence and determine the operation of these services in accordance with these terms and conditions. The PTB is also mandated to determine appeals of administrative penalties imposed by the Registrar of Passenger Transportation (Registrar).
The Team
The Finance & Administration Officer is an integral part of the Operations team. The Operations team includes five staff reporting to the Director, Operations. The team supports the Board with application decision-making by overseeing and managing the processing of applications for special authorization licences, developing and implementing operational and administrative improvements, providing business support services, and managing the PTB's finances and budget.
The Role
Reporting to the Director, Operations, the Finance & Administration Officer oversees the delivery of financial and administrative services for the PTB. This involves the preparation of various accounting transactions and estimates, including developing monthly forecasts and year-end reports. The Finance & Administration Officer has a high level of autonomy and works directly with the Board Chair and Board members, PTB executive team, Corporate Management Services Branch, and PTB staff to ensure appropriate budgetary controls and administrative procedures are in place. In addition to finance, this position is responsible for supporting the following administrative functions: contracts and procurement; human resources and payroll; records and FOIPPA; facilities; and asset management. The Finance & Administration Officer leads or participates in projects related to the position's responsibilities.
Qualifications:
Education and Experience Requirements
- Diploma or equivalent in public administration, business administration, or financial management, or related field.
- A minimum of 1 year of experience in office management.
- A minimum of 1 year of experience in budget development and administration.
- A minimum of 1 year of experience developing financial statements and reports.
- Experience with formulas, charts and interlinking spreadsheets in Excel.
Preference may be given to candidates with:
- A minimum of 1 year of experience in contract management.
- A minimum of 1 year of experience in procurement.
- A minimum of 1 year of experience in human resources.
- A minimum of 1 year of experience in payroll.
- A minimum of 1 year of experience in records management.
- A minimum of 1 year of experience in FOIPPA.
- A minimum of 1 year of experience in facilities, or asset management.

About this Position:
This is a temporary opportunity until 07/30/2027. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
