Description
The Team
The Housing Policy Branch is a dynamic and collaborative multi-disciplinary team that is passionate about working at the leading edge of provincial housing policy. It leads the development of the Province’s housing strategies and action plans, and has been responsible in recent years for the development of significant new provincial legislation and programs, including the regulation of Short Term Rentals and the development of the Homes for People action plan. The Branch works collaboratively across the ministry, as well as with other teams in the Housing and Land Use Policy Division, including those working on land use planning, housing supply targets and data and economic analysis, to make progress on the critical public policy challenge of improving housing affordability and availability.
The Role
The Executive Director leads by example, working with their team to develop policy advice and analysis in response to provincial priorities for housing, and briefing the Minister and Ministry Executive on recommendations. This includes responding to priorities both for distinct sectors of the housing market, from strata and market rental housing to subsidized and co-op housing, and for distinct groups in need of housing, such as seniors, Indigenous peoples, rural and remote communities, and more. Housing continues to be a high-profile issue that regularly features among the public’s highest concerns – come join a team that will play a key role in provincial efforts to meet the housing needs of people across the province.
Qualifications:
Education and Experience Requirements

Master’s degree in public administration, business, commerce, economics, social work, urban planning or a related field plus four (4) years of progressive related experience; OR
-
Bachelor’s degree in public administration, business, commerce, economics, social work, urban planning or a related field and six (6) years of progressive related experience; OR
-
An equivalent combination of education and experience may be considered.
Related experience must include relevant years of experience in each of the following areas:
-
Experience leading large-scale, complex public policy or change initiatives from issues identification through to implementation.
-
Experience developing and analyzing policy, legislation and/or regulations.
-
Experience leading a team, including planning and prioritizing work, hiring, performance management, coaching, engagement, and managing HR issues.
-
Experience establishing and maintaining collaborative relationships with a wide variety of partners and external stakeholders who have diverse needs and interests.
-
Two (2) years of experience at a senior management level, providing program leadership and direction; developing and managing a program budget; and dealing with urgent, significant and high-profile issues.
Preference may be given to candidates with:
-
Experience working with provincial housing programs and legislation.
-
Experience writing or overseeing Cabinet or Treasury Board submissions or other complex cabinet-level materials.

Experience leading the development of legislation and regulations.
-
Experience working in the non-profit or market housing sector.
-
Four (4) years of experience at a senior management level, providing program leadership and direction; developing and managing a program budget; and dealing with urgent, significant and high-profile issues.

About this Position:
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
