Description
The Team
The Legislation and Litigation Unit is a small, collaborative team within the Governance, Legislation and Workforce Branch, Workforce, Accountability and Governance Division. The team manages the Ministry of Education and Child Care’s legislative framework, including the School Act, Independent School Act, Teachers Act, First Nations Education Act and Early Learning and Child Care Act, along with their regulations and orders. The unit also supports litigation, student appeals, board appointments and school trustee elections, and serves as the ministry’s main link to Legislative Counsel and Legal Services Branch. You will join an established team of seven, including a Director, four Senior Legislative Analysts, a Legislation and Appointments Coordinator and the Legislative Analyst. The team works closely with policy and program areas, ministry executives, the Minister’s and Deputy Minister’s offices, legal professionals and partners across government and the education sector. Curious, thorough and generous with their knowledge, team members take pride in producing high-quality work, sharing expertise and supporting one another through fast-paced files and tight deadlines.
The Role
As a Legislative Analyst, you will research, develop and coordinate legislation, regulations and orders through the required approval processes, helping ensure the laws governing K-12 education and child care in B.C. are clear, workable and legally sound. Your responsibilities will include researching legislation, court and tribunal decisions and approaches in other jurisdictions; collaborating with program areas, Legislative Counsel and Legal Services Branch to develop legislation that reflects policy intent; and preparing Requests for Legislation, Cabinet submissions, briefing notes, speaking notes, section notes and correspondence. You will also coordinate approvals for Orders in Council and ministerial orders, including regulations, appointments and proclamations, facilitate requests for legal advice, and respond to legislative questions from government partners and the public. This is an opportunity to see how laws are made, from an initial policy idea through Cabinet to the Legislature, while contributing to decisions that affect students, families, educators, boards of education, independent schools and child care providers across the province. The role is well suited to someone who enjoys research and writing, pays close attention to detail and can adapt to changing priorities and firm deadlines. You do not need to be a lawyer, and you will receive support as you build your knowledge of the ministry’s legislation and legislative processes. Experience with ministry legislation or Orders in Council is an asset, and the position offers a strong foundation for a career in legislation, policy or law.
