Description
The Team
The Legislation Team is a small, collaborative team within the Strategic Policy and Legislation Branch, Research, Innovation and Policy Division. The team manages the Ministry of Social Development and Poverty Reduction’s legislative framework, including the Employment and Assistance and Employment and Assistance for Persons with Disabilities Acts, Poverty Reduction Strategy Act, Community Living Authority Act and the Accessible British Columbia Act, along with their regulations and orders. The team also supports the ministerial appointments and proclamations. You will join the three-person Legislation Team, along with a Director and Senior Legislative Analyst, within a branch of 14 staff that also includes the policy and litigation teams. The Legislation Team works closely with policy and program areas, ministry executive, the Associated Deputy Minister’s and Deputy Minister’s offices, the Office of Legislative Counsel, ministry solicitors, and counterparts across ministries. Accountable, collaborative and well organized, the team produces high-quality work and supports the ministry by ensuring it meets tight deadlines to deliver the ministry’s legislative agenda.
The Role
As a Legislative Analyst, you will research, develop and coordinate legislation, regulations and ministerial orders through the required approval processes. Your responsibilities will include researching legislation, related court and administrative tribunal decisions and approaches in other jurisdictions; collaborating with the policy team, program areas, Legislative Counsel and Legal Services Branch to develop legislation that reflects policy intent; and preparing Requests for Legislation, Cabinet submissions, briefing notes, speaking notes, section notes and correspondence. You will also coordinate approvals for Orders in Council, ministerial orders, appointments and proclamations, facilitate requests for legal advice, and respond to legislative questions from government partners and the public. This is an opportunity to see how laws are made, from an initial policy idea through Cabinet to the Legislature. The role is well suited to someone who is highly organized, enjoys working in a team, pays close attention to detail and can adapt to changing priorities and firm deadlines. You do not need to be a lawyer, and you will receive support as you build your knowledge of the ministry’s legislation and legislative processes. The position offers a strong foundation to build a career in legislation and/or policy.
